As many of you are already aware, the Governor’s new pre-travel test program for Mainland travelers goes into effect today (October 15).
Kauai COVID Update
As the counties scramble to create a safe return system for its community and visitors, Kauai has established a voluntary testing program on day three after arrival — free of charge to the traveler. The County is working to develop an incentive program to push the voluntary second-test campaign. The 14-day mandatory quarantine has been extended until November 30 for all incoming travelers who test positive in the pre-travel program. Arrivals who took a test, but did not yet receive results by the date of travel, are required to quarantine until a negative result can be uploaded to the State’s Safe Travel program.
Kauai has proposed a four-tiered system outlining when businesses and activities can be operational based on coronavirus case counts, including a point at which Kauai would opt out of the state’s pre-travel test program. We are currently in Tier 4, which is the least restrictive tier.
As for inter-island travel, Governor Ige announced that Kauai and Maui counties have also agreed to implement a pre-travel testing program for inter-county travelers. Those going from Honolulu to Maui and Kauai will be able to get a pre-travel test 72 hours prior to departure to be able to avoid the quarantine.
Passengers participating in the pre-travel testing program must be tested from one of the state’s trusted testing partners:
- AFC Urgent Care
- Bartell Drugs
- Carbon Health
- CityHealth Urgent Care
- CVS Health
- Discovery Health MD
- Kaiser Permanente
- Quest Diagnostics
- Vault Health
Statewide, after taking a test administered by one of the trusted testing partners, travelers are required to register with the state’s “Safe Travels” program, and upload their test results, and answer a health questionnaire.
Kauai Real Estate Market Update
As shelter-in-place orders were implemented earlier this year, many questioned what the shutdown would mean to the real estate market. Specifically, there was concern about home values. After years of rising home prices, would 2020 be the year this appreciation trend would come to a screeching halt? Even worse, would home values begin to depreciate?
