Keala O Wailea Approved by Planning Commission

I attended a public hearing yesterday at the Maui Planning Commission regarding Steps 1 & 2 planned development approval and a Special Management Area Use Permit that has been requested by Armstrong Development in partnership with A&B Properties, which are the developers of MF-11 or Keala O Wailea (Path of Wailea).

The commissioners had concerns regarding the impact of a 3-story building on the view corridors from Pi’ilani Highway and Wailea Ike Drive as well as night sky. The developers did an outstanding job addressing the concerns by showing what has been done to minimize the impact on the view corridors by pointing out the positioning of the buildings (#6 & #7 particularly).

The developers utilized photographs and renderings to show that view corridors will have a minimum impact. The developers also increased the setbacks in the front, rear, and sides, decreased the percentage of floor area ratio to about 1/2 of what’s allowed creating a low-density complex, and are proposing a 3-story building, which is one less story that is allowed by A-2 zoning standards.

After a few public testimonies, questions, and concerns from the planning commission regarding the previous public hearing were re-addressed by the developers, the commissioners made a motion to approve Keala O Wailea with the condition that the maximum building height shall match the building height of neighbor property Wailea Gateway.

Another very important point is that the approval of Keala O Wailea will allow the Armstrong Development to provide affordable housing in South Kihei about a block from the beach. The project was approved with a voting of 5-pro x 2-against.
